My wife and I bought a Hotpoint Washer a few years ago and it has a hot water restrictor on it and it doesn’t work the way it’s supposed to. I have to almost completely turn off the cold water in order to get hot water as the water is cold on the warm setting and hot setting.

Sounds to me the mixing inlet valve is bad and may need replacement.  I don’t see a restrictor on the Hotpoint models. If you have the specific model # I can check.  I’m thinking valve is bad from day one.  Also, swap out hoses to be sure it’s not a hose issue as well restricting the water. Don’t use the flood safe hoses they can be a culprit as well.
