A top freezer is usually the most efficient. The compressor generates heat, and when it’s located under a freezer, it just takes that much more energy to keep the freezer cold. There are, however, some really efficient bottom freezers on the market today like Fisher Paykel, but the most efficient models using the least amount of energy will still be a top freezer.
